A Handgun Qualification License (HQL) is a requirement implemented by the State of Maryland to possess and purchase handguns and AR pistols. 

To buy a handgun in Maryland, you must be at least 21, pass a background check, complete a certified training course and  obtain an HQL (good for 10 years ) allowing for the purchase of regulated firearms.
